Non-Proliferation

Remaining steadfast in our commitment to non-proliferation and the exclusively peaceful use of nuclear material and energy in the UAE . At FANR we are dedicated to preventing the proliferation of nuclear weapons through an enhanced, comprehensive and transparent safeguards system, stringent measures of physical protection and effective controls on the import and export nuclear material and nuclear related items.

Safeguards

Three of our main priorities are licensing, control and enforcement. We ensured that comprehensive safeguards were integrated into the development of the UAE nuclear programme through the effective implementation of a comprehensive agreement with the International Atomic Energy Agency (IAEA) for the application of safeguards in connection with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). A key element of this implementation was the establishment of a transparent State System of Accounting for and Control of Nuclear Material (SSAC) that now operates in full compliance with the country’s international safeguards obligations.

The SSAC provides the IAEA with all relevant information to assure the international community that the UAE nuclear program operates for exclusively peaceful purposes only and that this program complies with all obligations of the NPT, Comprehensive Safeguards Agreement and the Additional Protocol.

We are also cooperate closely with other government entities to strengthen the IAEA safeguards system through implementation of the Additional Protocol. The additional Protocol broadens the IAEA’s right of access and expands the UAE’s declarations on all nuclear related activities within the country.

Import and Export Control

Import and export control is a vital component of the international nuclear non-proliferation regime which aims to prevent the diversion, misuse and illicit trafficking in nuclear material, equipment and technology which can be used for development and proliferation of nuclear weapons.

We brought into force a Regulation on the Export and Import Control of Nuclear Material, Nuclear Related Items and Nuclear Related Dual-Use Items (FANR-REG-09) which details the licensing and reporting requirements for companies involved in the import, export, transit and trans-shipment of all types of Nuclear Material, Nuclear Related Items and Nuclear Related Dual-use Items that come under the UAE's jurisdiction. These are the items that are defined by the Nuclear Suppliers Group Guidelines and represent an international standard for export control.

The Import and Export Control Section at FANR performs licensing of transfers, conducts inspections of licensees and, in cooperation with Customs, on suspicious shipments directly on the country’s borders to assure the exclusively peaceful use of materials, equipment and technology.
