Board of Management

The Board of Management is FANR's decision-making body and is appointed by a resolution of the UAE Cabinet.

The Board of Management appoints the Director General and is responsible for making key decisions at FANR.

The Board of Management consists of the following individuals:

H.E. Abdulla Nasser Al Suwaidi
Chairman

Education
H.E obtains a Bachelor’s Degree in Chemical Engineering from the University of Wisconsin, Madison, USA.

Professional Experience
Al Suwaidi started his career with Abu Dhabi National Oil Company (ADNOC) as an Engineer and later held several Senior Management positions, including Director of Exploration and Production, and Deputy Chief Executive Officer. He was the Chief Executive Officer of the ADNOC Group from 2011 to 2016.
He was a member of the Supreme Petroleum Council (SPC), the oil decision-making body in the UAE, until 2021.
He also held Board Member positions of several federal and local government organizations/entities, including the Abu Dhabi Future Energy Company (MASDAR), Abu Dhabi’s renewable energy initiative.

H.E. Ambassador Hamad Ali Al Kaabi

H.E. Ahmed Mohamed Alkaabi
Board Member

Education
His Excellency Al Kaabi holds a master’s degree in Petroleum Economics Management from the French Institute of Petroleum (IFP) and a bachelor’s degree in 2022 form Gonzaga University, USA.
Professional Experience
His Excellency Ahmed Moahmed Al Kaabi, is the Assistant Undersecretary for Electricity, Water and Future Energy Sector at the Ministry of Energy and Infrastructure. Prior to this role, he held several positions as the Abu Dhabi National Oily Company (ADNOC), including Manager of ADNOC Singapore Office, Sales Coordinator in Crude and Condensate Division, and Sales Coordinator in Middle Distillate Products. In addition to his responsibilities, His Excellency Al Kaabi was a board member in the Arab Petroleum Services Co and the Arab Drilling and Workover Company. Previously, he served as a board member of the Arab Geophysical Exploration Services Company, chairman of OPEC Auditing Committee, member of the International Pollution Compensation Fund in London, and the UAE’s Governor for OPEC and UAE executive Member at GECF and IEF. Throughout his career, his Excellency Al Kaabi has contributed to several key projects, including the auto-reconciliation, cash call, e-payment, and gasoline and diesel de-regulation.

H.E. Mrs. Razan Khalifa Al Mubarak
Board Member

Education
H.E. Al Mubarak holds an MSc in Public Understanding of Environmental Change from the University College London, UK and a BA (Hons) in Environmental Studies and International Relations from Tufts University, Massachusetts, USA.

Professional Experience
H.E. Razan Al Mubarak is Managing Director of the Environment Agency ‐ Abu Dhabi (EAD), a government agency responsible for all environmental regulation, conservation and promotion of sustainable development in the emirate of Abu Dhabi.
H.E. Al Mubarak serves as a board member of numerous interconnected environmental influencers and stakeholders within the UAE, including the Federal Authority for Nuclear Regulation and Abu Dhabi Future Energy Company and as Chair of the Board of Directors of the International Centre for Biosaline Agriculture.
She serves as an Advisory Board member of the Rockefeller Foundation Economic Council on Planetary Health, the Cambridge Conservation Initiative, the Anwar Gargash Diplomatic Academy, and a Board member of Panthera (a charity devoted to conserving 40 species of big cats and their habitats around the world) and the Women in Sustainability, Environment and Renewable Energy Initiative (WiSER).
H.E. Al Mubarak’s career has focused on environmental conservation and protection, with government organizations and civil societies with a strong interest in species conservation. She helped establish Emirates Nature in association with WWF (EN‐WWF) in 2001 and is currently its Managing Director.
She is also the founding Managing Director of the Mohamed Bin Zayed Species Conservation Fund (MBZ Fund) – one of the world’s largest foundations supporting direct species conservation.

H.E. Dr. Abdul Qader Ebrahim Alkhayat
Board Member

Education
He graduated from the University of Strathclyde, Glasgow, Scotland, in 2003 with PhD in Forensic Chemistry (Molecular Biology). He had an MSc in Forensic Science (MS-FOS) from City University of New York's John Jay College of Criminal Justice, New York, USA, in 1989, and a BSc in Science (Biology) from the United Arab Emirates University in 1983.

Professional Experience
H.E. Dr. Alkhayat retired as a brigadier (Dubai Police) – Director General of Dubai Police's General Department of Forensic Sciences (1983 – 2005); biologist, DNA and crime scene expert. He participated in many committees and conferences).
He served as a faculty member of Dubai Police College/Dubai Police Academy, where he taught the subject of Forensic Science and also taught in the College's MA program (1991-2013).
In 2005, H.E. Dr. Alkhayat served as the executive Director of Dubai Biotechnology and Research Park, where he established a comprehensive strategy, infrastructure and the necessary motivating environment to develop biotechnology and economy in the region.
He established and directed Al Mijhar Consultations and Research Company, Al Mazalla Healthcare Management and Al Tadawi Medical Centre (2008 – 2017). In addition he was the Chairperson of Erada Centre for Treatment and Rehab Board of Management from 2016 until 2018 (established the centre, developed strategies and provided technical and administrative oversight).
H.E. is a Member of the Telecommunications Regulatory Authority Board of Management (2005 02917), Chairperson of the Information Technology and Telecommunication Development Fund (2009 – 2017) and a Member of the Higher Committee for the Smart Learning Programme (2012 -2017).

H.E. Dr. Ali Mohamed Shaheen Ahmed
Board Member

Education
Obtained a BSc Degree with honors in Medicinal Chemistry at the University of Glasgow, UK. June 1995 and a PhD in Chemistry in the University of Newcastle upon Tyne, UK December 1999.

Professional Experience
Dr. Shaheen joined the General Department of Forensic Sciences, Dubai Police (March 2000) worked in the Forensic Chemistry department. This allowed him to employ his knowledge and skills to undertake complex chemical analysis and apply his knowledge of analytical chemistry, pharmacology and biochemistry in order to serve law enforcement in the Emirate.
He was appointed Head of training, research and development for the entire forensic science department in 2003 to oversee the HR development process and be responsible for keeping the analytical procedures up to date and in line with international practices and developments.
In 2007 he took up the post of Executive Director at Emirates Institution for Advanced Science and Technology (EIAST), Dubai, United Arab Emirates to set up alternative energy and nanotechnology research program.
In January 2011 Dr. Shaheen was given the task of setting up an advanced Forensic Science Laboratory to technically support the forensic science research efforts of Dubai police. He is currently directing this lab.

H.E. Mohammed Saeed Sultan Alnuaimi
Board Member

EDUCATION

H.E. Al Nuaimi holding higher diploma degree in the field of Electronics engineering in 1997 from the Higher College of Technology. He has also completed the Abu Dhabi Leadership Program- National School of Government -United kingdom 2009 , and the IMD Leadership Program 2020.


Professional Experience

With over 24 years of experience, H.E. Al Nuaimi has worked in various government and semi-government sectors, focusing on agriculture and animal wealth, food security, food safety, organizational development and excellence, strategy and quality, human capital development, procurement and contract management, supply chain, and technology transformation.
H.E. Mohammed started his career as engineer in 1997 in ADNOC until year 2003, then he joined Abu Dhabi Government until year 2022 where he moved to Federal Government, during his career his excellency held several executive positions :
Assistance Undersecretary for the Support Services Sector at the Ministry of Climate Change and Environment in 2022, Executive Director of Food Security at the Abu Dhabi Agriculture and Food Safety Authority in 2021, and Executive Director of Corporate Services from 2013 to 2021 in Abu Dhabi Agriculture and food Safety Authority as well.
H.E participate in several projects and committees (federal and local level) where it impacts in developing and enhancing the government work level.

H.E Ahmed Salem Al Shamsi
Board Member

EDUCATION

H.E. Ahmed Al Shamsi holds a master's degree in human resource management from Abu Dhabi University, and a bachelor's degree in legal and police sciences from the Police College.


Professional Experience

H.E. holds many positions in several national and federal committees, including the National Committee for Administration and Government for the stage of recovery from Covid-19, the Committee for Emergency Management and Event Insurance, emergency and crisis teams, for the management of the second emergency level, advisory committees for citizenship affairs, the Federal Committee and national committee on Studying Petitions Requests.
