UAE and China Strengthen Cooperation in Nuclear Regulation

March 2025, Abu Dhabi, United Arab Emirates: in line with its strategy to enhancing partnerships with global regulatory bodies and its commitment to deepening bilateral cooperation in the field of nuclear and radiation regulation, the Federal Authority for Nuclear Regulation (FANR) in the United Arab Emirates welcomed a high-level Chinese delegation at its headquarters in Abu Dhabi. The delegation was led by His Excellency Dong Baotong, Vice Minister of the Ministry of Ecology and Environment and Administrator of the National Nuclear Safety Administration (NNSA) of China.

H.E. Dong Baotong was received by His Excellency Abdulla Nasser Al Suwaidi, Chairman of FANR's Board of Management, along with senior FANR leadership. The two sides discussed various ways to enhance cooperation in areas such as knowledge exchange, research and development, capacity building in nuclear safety and security, nuclear non-proliferation, and regulatory frameworks for advanced nuclear technologies.

This visit is part of the ongoing cooperation between China's National Nuclear Safety Administration and the UAE's Federal Authority for Nuclear Regulation. In November 2024, both sides signed a three-year action plan that sets the framework for their collaboration across various nuclear regulatory sectors. Additionally, in 2018, they signed a Memorandum of Understanding (MoU) focusing on nuclear safety, non-proliferation, and capacity building, among other areas.

During the visit, FANR officials delivered a presentation on their regulatory oversight of the Barakah Nuclear Power Plant. The Chinese delegation also briefed FANR on the latest developments in China's nuclear programs.

As part of their visit, the Chinese delegation toured FANR's Emergency Operations Center, where they were introduced to the UAE's nuclear emergency preparedness and response system and the nation's plan to ensure public and environmental safety.
